Attempts have been made to follow the recommendations for fuels management made by the Filmon Report (2004). However, Wildland Urban Interface (WUI) fuels treatments have been impeded by B.C. stumpage rates over the past six years. This report reviews the effects of the current B.C. Interior stumpage system upon WUI fuels treatment operations and provides an overview of the current regulatory framework. The key findings from this report were derived from a Stumpage and Tenures Forum[1] held in the Rocky Mountain Trench Region during summer of 2008. The Forum included policy makers, forest managers, First Nations and practitioners within the forest sector and was structured to discuss the current stumpage framework in the context of "costs of getting the work done." The findings from the Forum along with other forest professionals' expert advice on the topic are synthesized in this article and recommendations are made that include: proposing amendments to the Interior Appraisal Manual, developing stewardship contracts with a linked special WUI stumpage account, adopting new procedures for the WUI Forest License to Cut, and developing of a series of case studies that would provide a dataset for fuel treatment planning and operations.
