Tenure Issues Affecting Wildland Urban Interface

Wildland Urban Interface (WUI) fuels treatments have been impeded by B.C. Tenure policies in the past. This report reviews the current tenure options available within the current policy framework, and reports the key findings from a Tenures and Stumpage Forum[1] held in the Rocky Mountain Trench Region during summer of 2008. The Forum covered questions related to the current tenures framework in the context of implementing WUI operational fuels treatments, and primarily focused on understanding the application of current policies. New policy options are suggested to offer solutions to old problems. One promising development is a new WUI Forest Licence to Cut (FLtC). If implemented by the MoFR District Managers of B.C., this would allow for additional WUI fuels treatment opportunities within the province.
